Guilty or Innocent
The Survivor: He is innocent because he because he had nothing to do with the killings and never supported the Khmer Rouge. If anything he should be seen as a hero because he painted the pictures to let people know about the genocide and so they will never forget.
Loved one left behind: She is not guilty because she never took part in the killings. She was only able to survive because of her family. She should be thankful that she was able to survive because she can tell about her experiences living with her family.
Guard: Kaing Guek Eav is guilty because he ran one of the largest killing fields in the whole entire genocide.
Outsider: The reporter is neither innocent nor guilty as she had no knowledge on the events of the genocide until the information was released to the public. Though she did bring awareness to the issue by heading to Cambodia and interviewing the survivors and learning their story.

The Prevention Plan
Something that can be done for this not to happen again would be to make sure that all the leaders of a country are mentally stable. This can also be prevented by not judging people based on there social classes and getting ride of the idea of communism. To have friendlier relationships with other countries so that if you are ever in trouble they will be willing to help you and stop any real damage from happening.
